Portal for Forum

I think we should set up a portal for the forum. I am not sure if our host (if this is a templated forum) has the ability. But if it does we should add one.

Portal: A portal is like a homepage on forums. It usually has in a corner the latest poll. A middle section were a description of the site is and a constently updated section that relates to a thread in a forum (such as updates).
